RailTech Safety Policy

1. OÜ Railtech, as a railway transport undertaking, has a duty to operate, maintain and develop safety. The aim of the safety policy is to promote the implementation of these principles by defining the basic principles, obligations and objectives on the basis of which the company’s activities are organised and decisions are made.

2. To ensure safety, OÜ Railtech has implemented a safety management system in accordance with point 9 of Directive 2016/798 of the European Parliament and of the Council of 11 May 2016 on railway safety and the safety policy is one of the key elements of this system.

3. OÜ Railtech’s security policy has been developed taking into account the requirements of Commission Delegated Regulation (EU) 2018/762 of 8 March 2018, which establishes common security methods in accordance with Directive (EU) 2016/798. of the European Parliament and of the Council , concerning requirements for security management systems and repealing Commission Regulations (EU) No 1158/2010 and (EU) No 1169/2010, and is maintained in accordance with the assessment of business strategies. and the safety performance of OÜ Railtech.

4. OÜ Railtech undertakes:

a. See all applicable international, European Union and national regulatory requirements
and other safety-related requirements;

b. monitor security arising from their own operations and the dangers posed by other rail system actors;

c. continuously maintain and improve your safety management system

d. maintain the roadworthiness of the vehicles in their possession in accordance with the vehicle maintenance records and any applicable requirements;

e. raise awareness of road safety among staff and its role in ensuring it.

5 In order to achieve the objectives of the safety policy and to meet the commitments, the following guiding principles are defined and shall apply to the operation of the company:

a. Subordination and coordination – the company’s plans, activities, technological processes, resources, equipment and internal regulations are considered in the context of all external regulations;

b. liability – everyone is responsible for the quality of their work, decisions and actions. Ensuring a culture of high accountability at all levels of the company;

c. Professionalism – Professional, educated, skilled and motivated employees are the key to a company’s success. Maintaining and improving staff knowledge and skills, ensuring motivation;

d. development – Continuous improvement of processes, the introduction of more advanced technologies, methods and tools are necessary to promote the safety of rail traffic and the working environment, as well as to ensure maximum efficiency in the use of resources and minimise environmental impact.

e. openness and cooperation – Informing and involving company employees, as well as customers, suppliers, regulators and other industry stakeholders, in the development, implementation and review of documents, processes and other regulations to ensure that the interests and requirements of all stakeholders are met in safety.
f. Transparency – collecting and evaluating the results of actions taken, plans implemented and performance indicators
g. learning from mistakes – recognise the causes of railway accidents and incidents and the mistakes made in their own and others’ practices, learn from them and apply this knowledge to identify and implement preventive measures to prevent their recurrence.

6 The Safety Policy is binding on all OÜ Railtech personnel and everyone, regardless of their position, is responsible for its successful implementation in the company in accordance with their competence.

7. The management of OÜ Railtech is generally responsible for the implementation of the safety policy, including. Responsible for the maintenance and continuous improvement of the safety management system, as well as for ensuring control mechanisms and the allocation of adequate resources.

8. Company employees are responsible for ensuring that the measures and plans developed within the company to achieve the objective of the safety policy are followed and implemented, in accordance with the approved organisational structure of the company and the defined job responsibilities.
